1. (C) POLOFF delivered reftel message to Carolina Tinangon,
Deputy Director for International Security and Disarmament
Affairs at the Department of Foreign Affairs (DEPLU) on
September 19. POLOFF urged Indonesia to oppose Iranian and
Syrian membership in the International Atomic Energy Agency
(IAEA) Board of Governors (BOG). POLOFF underscored that
states which have flouted IAEA requirements should not sit on
the IAEA board. He also urged Indonesia to support
Afghanistan's candidacy for the board.


2. (C) Tinangon responded that Indonesia had not yet decided
which countries it would support for the IAEA BOG. She
agreed that a state's record of cooperation with the IAEA was
an important factor in determining who should sit on the
board. She promised that Indonesia would consider USG views
as it formulated a position on this question. Tinangon also
said that consistent with its usual practice, Indonesia would
not announce which countries it would support prior to the
vote.
