1. (C) State Secretary Hatta Rajasa offered to encourage
President Yudhoyono to reply to Senator Leahy's recent letter
regarding military reform, during an August 27 meeting with
Ambassador Hume. Rajasa agreed that this reply would be an
opportunity to open a dialogue with Senator Leahy. Rajasa,
who oversees Cabinet coordination and controls information
flow to the President, promised to raise this proposed reply
with President Yudhoyono. Ambassador Hume also raised the
prospect of Foreign Minister Hassan Wirajuda or Special Envoy
Alwi Shihab meeting with Senator Leahy in September to convey
personally President Yudhoyono's reply to Senator Leahy's
letter.
2. (C) In separate meetings, Ambassador Hume discussed the
proposed President Yudhoyono reply to Senator Leahy's letter
with Defense Minister Juwono Sudarsono and National Security
Advisor Dino Djalal. Sudarsono agreed that a broad reply
would provide a basis for dialogue between the Government of
Indonesia and Senator Leahy. Djalal said that it was
important to take all measures to keep the correspondence
private to reduce the possibility of a nationalist public
reaction. Djalal and Ambassador Hume also discussed
including an invitation for Senator Leahy to visit Indonesia
as well as highlighting the importance of international
cooperation for Indonesian military reform, particularly U.S.
cooperation. (See septel for Rajasa's thoughts on expanding
bilateral cooperation, particularly through the proposed
Defense Cooperation Agreement and an umbrella science and
technology agreement.)
