(C) SUMMARY: Mission has engaged GOI officials to urge that representatives from Abkhazia and South Ossetia not be allowed to participate in the upcoming UNSC meeting on Georgia. Mission also urged Indonesia to press Russia to rethink its recognition of the breakaway regions, affirm Georgia's sovereignty and territorial integrity and implement the Six Point Plan. GOI officials said that they had no plans to recognize the breakaway regions and looked forward to working with us on a resolution that helped end the conflict and dealt with humanitarian issues. END SUMMARY. ¶2. (C) On August 28, poloff delivered Ref A-B points on the situation in Georgia to Riando Sembiring, Deputy Director for International Security and Disarmament Affairs--the office that handles UNSC issues--at the Department of Foreign Affairs (DEPLU). We also reviewed the matter with Cicilia Rusdiharini, DEPLU's Deputy Director for North American Affairs, and Tri Sukma (Nanu) Djandam, a foreign affairs official in the President's office. ¶3. (C) Poloff urged that Indonesia reject the participation of Abkhas and South Ossetian representatives in the upcoming UNSC meeting on Georgia. The Council had met regularly on Georgia since 1993 and had never included representatives of these regions. Doing so now would compromise the Council's position on Georgia's sovereignty and territorial integrity--a position affirmed most recently in UNSCR 1808. Moreover, including Abkhas and South Ossetian representatives would only delay and obstruct the Council's efforts to adopt a new resolution, poloff noted. ¶4. (C) Poloff also urged Indonesia to deliver a firm message to Russia during the upcoming Council session. Moscow should rethink its recognition of the separatist regions, affirm support for Georgia's territorial integrity and implement the six point plan that President Sarkozy negotiated and which Russian and Georgian leaders signed. Poloff underscored that Indonesia, a country which has faced separatist movements within its own borders, had a particular interest in affirming Georgia's sovereignty and territorial integrity. ¶5. (C) GOI interlocutors affirmed that Indonesia has no plans to recognize the breakaway Georgian regions. Indonesia agrees that the UNSC has expressed clear support for Georgia's territorial integrity on numerous occasions. Indonesia would not support any challenge to this well-established UNSC position. ¶6. (C) Sembiring added that Indonesia was especially focused on the humanitarian situation in Georgia and on the situation of civilians affected by the recent violence. Indonesia looked forward to working with the United States and our European partners on a resolution that ended the violence and addressed these humanitarian concerns. HUME
