TERRORIST USE OF THE INTERNET

1. (C) SUMMARY: Mission has carefully reviewed Reftel
regarding countering terrorist use of the Internet in the
Tri-Border Region and the proposed three-part curriculum. We
believe that it is consistent with Mission's Country
Assistance Strategy. END SUMMARY.
2. (C) Mission appreciates Reftel review of the need to
counter Internet use by terrorists, and fully agrees that
this is a key issue that must be addressed in Indonesia and
the immediate region. We think that the three-part
curriculum reviewed in Reftel is sustainable and applicable
to partner nation needs and technical capacity. Mission's
initial consultations with key agencies of the Indonesian
government have yielded a positive response to the proposed
seminars and workshops. Mission recommends holding Part III
(the regional policy level workshop) first as a mechanism to
secure further buy-in from policy-level officials.
3. (U) Mission is willing to host proposed seminars and
workshops. We are looking into several locations in
Indonesia as possible sites.
4. (U) POLOFF Kate Rebholz is Mission's contact point on
this project.
