1. (C) SUMMARY: Mission has urged key Indonesian
interlocutors not to allow the upcoming Non-Aligned Movement
(NAM) Foreign Ministers' meeting in Tehran to be used as a
platform for Iran's continued defiance of UNSC and IAEA
obligations. In reply, Indonesian officials reaffirmed their
opposition to Iran's development of nuclear weapons. They
agreed that Iran must meet its UNSC and IAEA obligations.
Contacts confirmed that FM Wirajuda would attend the NAM
ministerial. END SUMMARY.

PRESSING POINTS RE NAM MEETING


2. (C) Poloffs raised Ref A points re the July 27-30 NAM
meeting in Tehran with the following Department of Foreign
Affairs (DEPLU) officials:

-- Andy Rachmianto, Deputy Director for International
Security and Disarmament Affairs;
-- Bunyan Saptomo and Cicilia Rusdiharini, Director and
Deputy Director, respectively, for North American Affairs;
and,
-- Hanggiro Setiabudi, Deputy Director for Socio-Cultural
Affairs and International Organizations of Developing
Countries (the office is responsible for GOI involvement in
the NAM).


3. (SBU) Pol/C also reviewed the points with Theo Sambuaga,
Chair of Commission I (responsible for foreign affairs and
defense) of the House of Representatives (DPR) and with Tri
Sukma (Nanu) Djandam, a foreign affairs advisor at the
President's office.


4. (C) In all of these meetings, we urged Indonesia to press
Iran to meet its international nonproliferation commitments.
The P5 1 offer remained on the table if Iran stopped all
reprocessing. U/S Burns' participation in the recent P5 1
meeting in Geneva underscored the USG's commitment to this
initiative. Iran must not be allowed to use the NAM
ministerial to generate the appearance of international
support for its continued defiance of its nonproliferation
obligations. Indonesia should oppose any NAM statement to
this end. As a member of the UN Security Council, Indonesia
had a particular obligation to ensure that countries do not
flout Security Council resolutions.

GOI RESPONSE


5. (C) All GOI interlocutors reiterated Indonesia's
opposition to any attempt by Iran to develop nuclear weapons.
They affirmed the need for Iran to adhere to all UNSC and
IAEA obligations and Indonesia's desire for a peaceful
outcome to the Iran nuclear issue. The GOI officials said
Indonesian leaders regularly urged their Iranian counterparts
to meet these obligations and President Yudhoyono delivered
this message during his visit to Tehran in March. Indonesia
would continue to reiterate this message at every
opportunity.


6. (C) Our contacts did not commit to a position on the NAM
statement which, they said, was still under discussion.

FM TO TEHRAN


7. (C) Contacts confirmed that Foreign Minister Hassan
Wirajuda would attend the meeting in Tehran. FM Wirajuda
would hold a bilateral meeting with his Iranian counterpart
on the margins of the NAM. DEPLU officials also confirmed
that Ambassador Marty Natelegawa, Indonesian PermRep at the
UN in New York, would join the delegation.
