1. (C) SUMMARY: Mission reviewed latest points re Zimbabwe
with GOI contacts, focusing on key aspects of the draft
resolution. Pol/C noted the regime's use of violence and the
completely illegitimate election, stressing that the Security
Council had to react in a strong, convincing manner.
Contacts at the Presidential Palace and the Department of
Foreign Affairs took the USG points on board, saying they
would carefully review the draft text and discuss the matter
with Indonesia's mission in New York. END SUMMARY.
2. (SBU) On July 2, Pol/C reviewed USG points related to
Zimbabwe and the draft UN Security Council resolution with
Tri Sukma Djandam of the President's office of International
Affairs and Fikry Cassidy of the International Security
Office of the Department of Foreign Affairs (DEPLU). Mission
also provided points to DEPLU's America's Desk.
3. (C) Pol/C noted that the USG supported a draft UN
Security Council resolution that would address the continuing
violence, the completely flawed electoral process and the
growing humanitarian crisis. The situation was a crisis
internally in Zimbabwe, but it had serious regional
implications, too. The Mugabe regime had not reacted at all
to the points contained in the UNSC's June 23 President
Statement (PRSC). The regime proceeded with its sham
election on June 27 and the violence continues. The UNSC and
international community needs to react firmly and take steps.
The draft resolution makes the key points about the need for
an end to all violence and for the regime to begin a genuine
political dialogue, Pol/C emphasized. The new resolution
proposes an arms embargo, and an asset freeze and travel ban
against key regime figures involved in the violence. These
steps are necessary to show that the international community
is serious in its intent.
4. (C) Contacts at the Presidential Palace and the
Department of Foreign Affairs took the USG points on board,
saying they would carefully review the draft text and discuss
the matter with Indonesia's mission in New York. Pol/C
urged that the GOI discuss the USG points with its New York
mission as soon as possible given the informal consultations
slated to begin on July 2.
