1. (C) On June 17, POLOFF discussed reftel concerns with
Fikry Cassidy, Deputy Director for International Security at
the Department of Foreign Affairs (DEPLU). POLOFF outlined
the enhanced incentives provided in the P5 1 package and
emphasized that the dual-track approach to gaining Iran's
compliance with UNSC resolutions was still being implemented.
Cassidy accepted the non-paper and a copy of the new package
presented to Iran. He said DEPLU had not seen the new P5 1
package but would forward it to the Foreign Minister, Hasan
Wirajuda, who was attending an Organization of Islamic
Countries (OIC) Foreign Ministers Meeting in Kampala, Uganda.
Cassidy said Wirajuda was expected to return to Jakarta on
June 21.
2. (C) Cassidy said the Indonesian Embassy in Tehran had
reported that EU High Representative Javier Solana had
presented the package to the Iranian government, which had
rejected the package because it did not allow Iran to
continue processing uranium. Cassidy did not know whether
Iran had yet announced an official response.
3. (SBU) Gregory Schulte, U.S. Ambassador to the
International Atomic Energy Agency (IAEA) in Vienna, will be
in Jakarta on June 18 for meetings with Indonesian officials
and legislators on nonproliferation, including Iran. Mission
will seek an opportunity for Ambassador Schulte to raise this
issue with his interlocutors.
