1. (S) SUMMARY: On May 23, the Indonesian National Police
(INP) paid reward money to 13 Indonesian nationals for their
role in providing information leading to the capture of
Jemaah Islamiyah (JI) leader Abu Dujana in June 2007 in
Central Java (ref C). The INP used Department of Defense
(DOD) Rewards funding provided by the U.S. Pacific Command
(USPACOM) to pay each informant $3,000 for his assistance.
This is the second such cash pay-out to informants within the
past year. END SUMMARY.
2. (S) CAPTURE OF KEY TERRORIST: On May 23 in Jakarta, the
Indonesian National Police (INP) honored 13 Indonesian
nationals from Yogjakarta, Central Java for their assistance
in helping the INP locate and capture several JI operatives
in June 2007. The arrests included the commander of JI's
"military wing," Abu Dujana. The INP's clandestine
anti-terrorist unit, Team Bomb (protect),organized the
rewards pay out and worked with DOD and DOS officers to have
the money delivered to INP headquarters in Jakarta. DOD and
Department of State officers witnessed the pay-outs via
closed-circuit television in an adjacent room.
3. (S) REWARDS BOOST POLICE CAMPAIGN: The 13 informants
received their cash payments from Police Senior
Superintendent Benny Mamoto, who works at the INP's Interpol
office in Jakarta. Mamoto thanked the informants for their
help in capturing Dujana and explained the importance of
their actions to the security of their country. Mamoto then
presented each person with a small backpack containing the
cash reward. During the presentation a police photographer
took photos of each recipient as he received the award. Some
of the photos, altered to hide the identities of the
informants, will be used by the INP to promote the INP's
Rewards for Justice campaign throughout the country.
4. (S) FUNDING GOES A LONG WAY: The ability of the INP to
pay cash rewards to citizens who help them capture terrorists
is important in INP anti-terrorist efforts. The amount of
reward money given to each informant ($3,000) is a realistic,
if generous, amount by Indonesian living standards and lends
credibility to the program's presentation as managed and
funded by the INP. The INP appreciates U.S. assistance, on
the basis of which the INP has provided cash pay-outs
totaling $187,000 to 17 informants over the past year.
