1. (U) This response requests additional information --

2. (SBU) On May 22, Charge discussed U.S. ratification of
the Convention on Supplementary Compensation for Nuclear
Damage (CSC) with Desra Percaya, Director for International
Security and Disarmament at the Department of Foreign
Affairs. Charge emphasized the benefits that the CSC
provided to signatories by addressing liability concerns, a
major impediment to the use of nuclear power for peaceful
purposes. Charge provided a copy of the U.S. nonpaper.
3. (SBU) Percaya asked for further information,
specifically: a) which countries had signed the agreement,
b) which had ratified it and c) Russia's position. Mission
subsequently provided the information in para 5 (background)
of reftel regarding signatory and ratifying states. Mission
would welcome any information that Department can provide on
Russia's position.
