1. (SBU) This is an action request. See paragraph 4.
2. (SBU) Summary: In an August 30 letter, Finance Minister Qamar
requested the United States and Pakistan reopen Bilateral Investment
Treaty (BIT) negotiations and asked that we propose a date for a
single round of protracted negotiations or a short series of digital
video conferences, followed by one or two rounds of face-to-face
negotiations, either in Pakistan or the United States. We recommend
detailed BIT discussions begin with face-to-face negotiations in
Washington, either the week of September 22 or the week of October
20. End Summary.
3. (SBU) Ambassador Patterson received an August 30 letter from
Finance Minister Naveed Qamar confirming the Government of Pakistan
would like to reopen U.S.-Pakistan Bilateral Investment Treaty (BIT)
negotiations. The GOP requested we propose a date for a single
round of protracted negotiations (two weeks) or a short series of
digital video conferences, followed by one or two rounds of
face-to-face negotiations, either in Pakistan or the United States.
The letter stresses the GOP is committed to sound macro-economic
policies, developing a more business-friendly environment, and
partnering with the U.S. to help Pakistan achieve sustainable growth
through greater levels of U.S. investment. The letter does not
refer to the "shared understanding" or propose that it is an
essential element of the new round of negotiations. (A scanned copy
of this letter has been emailed to Washington agencies.)
4. (SBU) Action Request: In its August 30 letter, the GOP expressed
strong interest in making rapid progress toward concluding a BIT.
Given this, the Embassy requests instructions to invite the GOP to
negotiations in Washington either the week of September 22 or the
week of October 20. End Action Request.
