1. (C) Pakistani Guantanamo Bay detainee Hafiz Qari Mohammed
Saad Iqbal Madni was returned August 31 to the GOP's custody
(reftel). Arriving at Pakistan's AIR FORCE Base Chaklala,
Rawalpindi, Madni was met by Islamabad Capital Police and
Embassy A/RSO, who coordinated the transfer.


2. (C) Police Inspector Sajjad Haider Bukhari and U.S. Task
Force Guardian Detachment Commanding Officer First Lieutenant
Brian Strait confirmed the secure transfer of the detainee
and reviewed/signed the documents officially transferring
custody of Madni from the U.S. Military to Pakistani law
enforcement authorities. Strait supervised a final medical
evaluation of Madni, who appeared to be in good health; the
flight surgeon stated to A/RSO that the detainee had refused
any medication while on the transport aircraft.


3. (C) Per prior arrangement, Madni's hand/ankle restraints
were immediately replaced by police handcuffs. Bukhari
confirmed Madni's identification. Strait conducted an
accounting of Madni's personal effects. (Note: Madni
believed the "FBI" would still be mailing him two more boxes
of items.) Bukhari concluded the process by requesting a
copy of the official transfer documents, which he had signed;
A/RSO committed to transmit such a copy once received by
Embassy. The entire transfer was videotaped and photographed
by U.S. Army personnel.


4. (C) Meeting with the Ambassador September 2, Interior
Minister Rehman Malik confirmed that Madni remained in GOP
custody. He reported that Madni would continue to be
"de-briefed" and "rehabilitated" for several additional days.
Madni would be encouraged not to talk to the press but would
be released into the care of his family with some level of
financial compensation.
