1. (U) On July 23, the Islamabad High Court rejected on
technical grounds A.Q. Khan's appeal of its July 21 decision,
allowing him more personal access but confirming the need for
governmental clearance of such access and any research
projects (reftel). The Court ruled it cannot hear Khan's
appeal because it had made the original ruling. The Court
further ruled that it did not have jurisdiction over matters
of illegal detention, which arguably formed the legal basis
of Khan's appeal. Khan is expected to appeal this decision
to Pakistan's Supreme Court.
