(C) On July 17, POLOFF delivered reftel points to Kamran
Akhtar, Director of Disarmament for the MFA, urging
implementation of the Islamic Republic of Iran Shipping Lines
(IRISL) cargo inspection provision of UNSCR 1803. POLOFF
also informed Akhtar that ConGen Karachi already provided
this same information to the Chief Customs Collector - South
and the Director General of Ports and Shipping - South.
Akhtar pointed out that Pakistan was giving more than what
was being asked by UNSCR 1803, noting that Pakistan remained
committed to the various mandated inspections, including
those on IRISL cargo, but that these constant checks were
hurting Pakistan economically. He noted that due to these
inspections, Iranian banks are not being as compliant with
Pakistani law as they have been in the past. Given the
current economic environment, Akhtar noted that Pakistan was
giving more than it was being asked or should be expected to
give.
