1. Post has repeatedly contacted Progressive Engineering, located in
Taxila District (approximately 30 miles from Islamabad),regarding
the license request for an angular position measurement kit and
requesting an appointment to visit their site. All requests were
rebuffed, and the reason always given was that the relevant official
was traveling abroad. Post also contacted Emirates Technology Co.
(EMITAC),the Foreign Purchaser in Abu Dhabi, for assistance, but
EMITAC was also unsuccessful in obtaining an appointment on post's
behalf. FCS Senior Commercial Specialist contacted a Progressive
Engineering representative on July 3, 2008, and informed him that
the export license application could not be approved if the meeting
did not take place. Progressive Engineering's representative
responded that this was "fine with me."
2. Comment: In view of Progressive Engineering's reluctance to meet
with us, Post cannot recommend the company as a reliable recipient
of sensitive technology of U.S. origin. End Comment.
