1. (S) During a call on Ministry of Foreign Affairs Foreign Secretary
Riaz Khan on April 24, the Ambassador raised reftel concerns about
continued Pakistani efforts to use China to block Germany from
placing three Islamic Jihad Union members on the United Nations 1267
list. Khan responded that Pakistan was trying to be as helpful as
possible on intelligence sharing with the U.S. The Germans,
suggested Khan, should "throw the Islamic Jihad Union members in the
clink." Khan noted that there was "collateral damage" that Pakistan
would suffer when these individuals reacted, sometimes violently. He
questioned whether a listing was worth the pushback that it would
create.
2. (S) Using the example of the Dawa, Khan said that the 1267
Committee had wanted to list it as well. What Pakistan learned was
that providing aid and development assistance to the earthquake
affected areas of Pakistan was the best antidote to Dawa activities.
That effort had been successful and should be the model for reducing
influence of these organizations, according to Khan.
3. (S) Post recommends that the Department raise this issue with
Ambassador Durrani.
4. (S) We will follow up on the remaining issues raised reftel with
the appropriate ministries.
