1. (C) The Harare EAC reconvened on April 9, to evaluate the
current situation, with particular focus on reports that
ZANU-PF is planning a campaign of intimidation in rural
areas. Ambassador McGee chaired the meeting; present were
the DCM, RSO and representatives from POL, DAO, CONS, USAID,
MGT, RAO, CDC, IMO, GSO, MED, and PAS. The EAC agreed that
current precautions, and particularly Post's policy to
evaluate in-country travel requests on a case-by-case basis,
are appropriate (Reftel A). CONS will draft a revised travel
alert to reflect the current situation and recommend that
private citizens also carefully evaluate travel plans. The
Ambassador agreed with EAC recommendations.
