On June 25, poloff met with MFA International Organizations
Department First Secretary Vu Thien to discuss reftel points and
handover the diplomatic note. Thien noted the Ministry of
Information and Communication (MIC) is the GVN focal point for UPU
matters and that it is currently compiling information about the
various candidates before submitting a recommendation to its
leadership. Thien said he would convey the diplomatic note and
non-paper to the MIC and urge the MIC to give the documents positive
consideration. Thien did not know GVN positions on the budget and
expanded mission issues, but suggested there will be time at the UPU
Congress for the U.S. and Vietnamese delegations to discuss the
issues further. Post will also seek a meeting with appropriate MIC
officials and report any substantive response.
