1. (SBU) On April 11, POLOFF and U.K. POLOFF met with Ministry of
Foreign Affairs International Organizations Department Specialist
Nguyen Vu Minh to deliver Ref. A points on supporting a strengthened
renewal of the UNSC 1540 Committee's mandate. French POLOFF was
unable to participate.
2. (SBU) Minh stressed that the Government of Vietnam does not want
implementation of UNSC 1540 Committee obligations, or any other
international agreements, to create "unnecessary economic burdens"
for Hanoi. As a developing country, Vietnam fears that export
controls on dual use items could negatively impact the country's
economic development, he said. Developed countries cannot ask
developing countries to support international agreements that are
easier for the former to implement, Minh added. POLOFF responded by
reiterating that Russian efforts to technically rollover the 1540
Committee's mandate would not allow developing country's concerns to
be fully considered.
3. (SBU) POLOFF left with Minh Ref A "explanatory points for changes
to Russian technical rollover text."
