On July 9, the United Nations Convention against Torture and Other
Cruel, Inhuman or Degrading Treatment or Punishment came into effect
in Guatemala. On July 23, Diario de Centro America, the official
daily of the Guatemalan government, published the ratification of
the convention signed by President Alvaro Colom.
