1. (U) The Military Group at EMBASSY Guatemala has
identified Vice Admiral Roberto Fernando Campos Sanchez to
attend the Panamax 2008 Counter Terrorism Exercise August
13-22, 2008 in Miami, Florida.


2. (C) EMBASSY conducted its own review and DEA initially
submitted derogatory information on Campos. However, further
research conducted by DAO and DEA revealed that the only
intelligence being used for the derogatory information was an
Intelligence Information Report (IIR) submitted to the DEA
system based on one confidential informant in May 2007. DEA
has no further information to validate the report in the IIR
and has no objections to Campos attending this upcoming
training. DAO is also familiar with this IIR and agrees that
the information cannot be validated and that no other
derogatory information has surfaced on Campos. DAO has no
objection to Campos attending this training. The Ambassador
concurs that this individual is authorized for training.
Please conduct human rights vetting and advise of any results.
