On January 24 POLOFF delivered reftel demarche and sample
"nil report" form to Luis Carranza, Director of Multilateral
Policy at the Ministry of Foreign Affairs. Carranza was not
familiar with the "nil report" format but assured POLOFF that
the GOG had submitted the reports to the HCOC the last two
years, and was prepared to submit the 2007 report at "any
time." Carranza was aware of the dates for the upcoming HCOC
annual meeting.
