(C) Embassy delivered ref a letter on Kosovo recognition to
the MFA. Guatemalan Vice Foreign Minister Ibarra told us
that the GOG is "at an impasse" on the question of Kosovo
recognition, and wants to wait and see how European reactions
develop. Ibarra said that if and when Guatemala does act, it
would likely be in concert with other Central American
governments, specifically those of Honduras and El Salvador,
and perhaps Panama as well.
