1. Poloff delivered reftel demarche, non-paper, and the
U.S.-proposed papers to Luis Carranza, Director for
Multilateral Policy at the Ministry of Foreign Affairs (MFA),
in advance of the upcoming Non-Proliferation Treaty
Preparatory Committee Meeting in Geneva.
2. Carranza stated that the MFA needs time to review the
complex papers, especially the paper on deterring and
responding to NPT withdrawal by treaty violators, and to
consult with the Ministry's legal counsel. With regard to
the paper on expanding international civil nuclear
cooperation, he said that the GOG would likely be able to
support it but that the MFA must first consult with the
appropriate technical authorities.
