1. POLOFF delivered reftel demarche and non-paper to Luis
Carranza, Director for Multilateral Policy at the Ministry of
Foreign Affairs. Carranza stated that he will recommend
Guatemala's co-sponsorship of the US-EU Prisoners of
Conscience Declaration to the Minister of Foreign Affairs.
2. Carranza further stated that he will advise the
Guatemalan Mission to the UN to contact the U.S. Mission
directly with final instructions. Carranza believes that the
GOG will likely support the Declaration.
