1. (C) On February 15, POLOFF delivered reftel A demarche to
Leila Villatoro, Deputy Director of Multilateral Policy at
the Ministry of Foreign Affairs, regarding the upcoming Oslo
Process meeting on cluster munitions. POLOFF left the
military utility and interoperability papers provided in
reftel B. Villatoro confirmed that members of the GOG
mission to the UN in New York would attend the February 18-22
meeting in Wellington. She stated that she would personally
discuss our concerns regarding the Oslo Process with the
GOG's head of delegation to the Oslo Process meeting in
Wellington. Villatoro stated that policies and personnel are
still in flux following the recent change in government, but
promised to advise POLOFF of the GOG's position on the Oslo
Process as soon as possible.
