PROPOSALS
REF: STATE 124036
1. Per reftel, Poloff, in coordination with USAID/Guatemala,
will provide information about the UN Democracy Fund to civil
society and encourage organizations to submit project
proposals via the Fund's website before December 31.
2. Poloff demarched Luis Carranza, Director for Multilateral
Policy at the Ministry of Foreign Affairs, urging the GOG to
consider making a contribution to the Fund and participate in
decisions on distribution of the funds. Carranza explained
that it may be difficult for the GOG to make a contribution
at this time due to the need to submit budget proposals well
in advance. Nonetheless, he said the GOG may be able to make
a nominal contribution with any remaining or additional funds
after fulfilling its financial obligations to other
international organizations.
