1. This is an action cable for James Witt, OBO/PE/SM/OPB.
2. The Embassy surveyed one local school that traditionally has
been used by Mission and AmCits that qualifies for the Soft
Target Program (reftel). As mandated by the Department, the RSO
(resident in Bridgetown) came to Grenada and conducted the
security survey, developed a statement of work, and liaised with
school officials to solicit quotes from security contractors.
Post requests funding in the amount of USD 24,561 for school
security upgrades. This amount includes USD 1,470 for a project
manager.

(1) RSO SECURITY SURVEY:
The security survey of Westmorland School was conducted Friday,
April 4, 2008 by RSO Robert Starnes (Embassy Bridgetown).
(2) RECOMMENDATIONS:

DESCRIPTION: Install perimeter fencing and pedestrian and
vehicle gates.
RATIONALE: The school property is currently not fenced in and
school officials cannot control access. The extensive grounds,
which encompass 3.2 acres, are located between two major roads
and pedestrians often cut across school property as a shortcut
from one to the other, disrupting classes and on occasion
pestering students and teachers. There are five school
buildings widely spaced around the property, not all of which
are visible to each other. A five (5) foot chain link fence
runs along the driveway but is not part of the perimeter of the
compound. Portions of the grounds are on a steep hillside.
