(SBU) On September 10, Poloff delivered reftel demarche points to Lesley Dowridge-Collins, Director of Multilateral Affairs at the Ministry of Foreign Affairs. Per reftel instructions, Poloff also highlighted the GoG's voting pattern on similar resolutions in previous years, noting that Guyana has abstained from voting on many such resolutions since 2004. Poloff urged the GoG to oppose all no-action motions, and to show its strong support for human rights by voting along with the U.S. and other fellow democratic nations in the Third Committee. ¶2. (SBU) Ms. Dowridge-Collins acknowledged the GoG's recent Third Committee voting record, and affirmed that she would relay the information for internal consideration. ¶3. (U) Post does not anticipate receiving further word about how Guyana plans to vote on these resolutions in advance of the Third Committee meetings. Williams
