1. (S) Post endorses the FY2008 proposal for Section 1206
funding for Guyana that was submitted by SOUTHCOM, with the
following caveats: Post endorses the provision of all
non-lethal assistance, i.e., all items identified under the
categories COMMUNICATIONS, NIGHT VISION, MEDICAL EQUIPMENT,
AND CLOTHING/PERSONAL EQUIPMENT, as well as the following
non-lethal items listed under the category WEAPONS: M24
Binoculars, Oakley Ballistic Shooting Glasses Array, and
Aviator Nomex Gloves.
2. (S) Post does not/not endorse the provision of any of the
other items listed under the category WEAPONS.
3. (S) Post is confident that the provision of this Section
1206 non-lethal assistance addresses priority needs of the
Guyana Defense Force (GDF),and enhances its capability to
conduct counterterrorism operations. This assistance also
reinforces other ongoing security collaboration efforts.
