at the Opening of the Thirty-third Session of the
Joint Compliance and Inspection Commission
for the START Treaty
Geneva, November 13, 2008
Esteemed Mr. Chairman,
Esteemed Heads and Members of the Delegations of the
Republic of Belarus, the Russian Federation, Ukraine, and the
United States of America,
The Delegation of Kazakhstan greets you as we begin
another session of the Joint Compliance and Inspection
Commission, JCIC-XXXIII, and is pleased to note the
productive negotiations at the last session.
There was a constructive exchange of views on a number
of important issues related to implementation of the START
Treaty.
In this connection, we welcome the signing by the START
Treaty Parties of Joint Compliance and Inspection Commission
Agreement Number 55, Changes to Section I of the Conversion
or Elimination Protocol Regarding the Elimination Process for
ICBMs for Mobile Launchers of ICBMs.
At that session the Parties adopted Joint Statement
Number S-29 on Changes to the Boundary of Drovyanaya ICBM
Base for Silo Launchers of ICBMs and Joint Statement Number
40 on the Elimination of SS-24 ICBM Solid Rocket Motor Cases
Located in Ukraine.
In connection with the upcoming expiration of the START
Treaty on December 5, 2009, the Delegation of Kazakhstan
supports the Russian side's proposal to hold a meeting before
December 5, 2008, to discuss the question of extending the
Treaty.
Esteemed Mr. Chairman,
The agenda of this Thirty-third Session contains quite
a large number of issues, including those discussed earlier.
During the intersessional period there was an exchange of
views on a number of issues raised at the last session,
JCIC-XXXII.
It was noted that one of the main issues is to discuss
convening the meeting of the Parties provided for in
paragraph 2 of Article XVII of the Treaty.
We reaffirm Kazakhstan's position regarding the
important role of the Treaty in maintaining strategic
stability and strengthening arms control, and we note the
need for such an instrument. The Kazakhstani Delegation
steadfastly supports all the agreed steps aimed at achieving
these goals.
We urge all the delegations to work expeditiously, in a
spirit of constructive good will, in order to resolve the
issues and reaffirm the Commission's efficacy.
We hope this session will be successful.
