(U) At Paragraph 3 below is the official translation of the Kazakhstani Statement that was deliverd at the Closing Plenary Meeting of the Thirty-third Session of the START Treaty's Joint Compliance and Inspection Commission (JCIC), held at the U.S. Mission on November 21, 2008. ¶3. (S) Begin text: Official Translation Delegation of Kazakhstan Statement by the Delegation of Kazakhstan at the Closing of the Thirty-third Session of the Joint Compliance and Inspection Commission for the START Treaty Geneva, November 21, 2008 Esteemed Mr. Chairman, Esteemed Heads and Members of the Delegations of the Republic of Belarus, the Russian Federation, Ukraine, and the United States of America, The Delegation of Kazakhstan notes the constructive negotiations during the Thirty-third session of the Joint Compliance and Inspection Commission. There was a detailed exchange of views on this session's agenda items related to implementation of the START Treaty. The Parties agreed to continue consideration of a number of issues during the intersessional period. During this session the Parties held a meeting in accordance with paragraph 2 of Article XVII of the START Treaty to consider whether the Treaty will be extended. In this connection, the Parties agreed that the Treaty provision on holding a meeting no later than one year prior to expiration of the Treaty has been fulfilled. The Parties noted that discussion of the issue of extending the Treaty will continue during the intersessional period and that a decision can be made up until December 5, ¶2009. The Republic of Kazakhstan believes that fulfillment by the States-Parties of their obligations under the START Treaty is a major step toward nuclear disarmament and a genuine contribution to achievement of the objectives recorded in Article VI of the Treaty on the Non-proliferation of Nuclear Weapons. We note the need to preserve and further develop the key accords on strategic offensive arms, which have for the last several decades served as the basis for maintaining international stability and security. In conclusion, I would like to express our appreciation to all the Delegations for their cooperation, to specifically thank the interpreters and translators, and to wish everyone a good trip home.
