(SBU) Following 12/18 discussion of demarche points in
reftels, Sierra Leonean Acting Foreign Minister Vandi Minah
told Ambassador he did not see a problem in moving from
"absent" to either abstention on "no" to the no action
motion. He asserted firmly that the GoSL should be in the
"yes" column on the substantive issue. However, he indicated
he wanted to contact the delegation in New York before
offering a full commitment to these positions. We note that
Foreign Minister Bangura is out of the country and believe
her decision is likely the final one.
