Please see paragraph 3. ¶2. (SBU) U.S. Embassy Montevideo has a critical need for a mantrap. When the vehicle gate is opened, only one guard prevents pedestrian access to the compound, as required in 12 FAH H-113.4c. The recent attack in Yemen serves as a reminder that explosives-laden vehicles and/or armed assault against U.S. Embassy compounds is still a favored terrorist tactic. This vulnerability is doubly disconcerting for us given our minimal setback and non-ballistic glass windows. Our security could be significantly increased, relatively inexpensively, by installing a mantrap. For example, a mantrap was recently installed in Buenos Aires for approximately $200,000 or less. ¶3. (SBU) We request immediate deployment of a surveyor (or survey team) that can draft a plan/drawings for a mantrap.
