1. (S) Emboff delivered reftel demarche to Ismatulloh
Nasreddinov, Ministry of Foreign Affairs Director for
European and American Affairs (Assistant Secretary
Equivalent) on February 4. Mr. Nasreddinov assured us he
would raise this matter immediately with his superiors. He
also checked with the Protocol Department, which receives
overflight clearance requests, and told us that the Protocol
Department said the Ministry of Foreign Affairs had received
no request for overflight from North Korea. He said we
should not worry that Tajikistan might allow the flight to
proceed unhindered through Tajik airspace, as "we will uphold
any United Nations Security Council resolution."
2. (U) Mr. Nasreddinov promised to give us further feedback
as it became available.
