1. (C) Acting DCM delivered reftel demarche to Khusrav Nosiri, Director of North American and European Affairs (Assistant Secretary equivalent) on September 1. Nosiri said he would pass the demarche to his superiors, and commented that Tajikistan would likely maintain its current policy of non-recognition of Abkhazia and South Ossetia. 2. (C) Comment: In public remarks following the August 29 Rahmon-Medvedev bilateral meeting in Dushanbe President Rahmon referred to the events in the Caucasus, saying that he preferred to see "political-diplomatic" methods used to resolve conflicts. He said nothing about the question of the independence of Abkhazia and South Ossetia. We do not see signs that Tajikistan will depart from its current position.
