(SBU) Ambassador James Foley, Senior Coordinator for Iraqi Refugee Issues, delivered reftel demarche March 26 to Ambassador Abulla Al-Jabor, MFA Acting Director for European and American Affairs at the MFA. Al-Jabor, noting that he was standing in for colleagues currently on travel, undertook to pass the request to the Arab Affairs Department and the International Organizations, Conferences, and Treaties Department upon those Directors' return. Al-Jabor also asked if there were other ways to contribute besides through the UN appeals (UNHCR, WFP, and ICRC). Ambassador Foley responded that the GOQ would have to decide what means would have the most positive impact. Ambassador Foley added that he could return to Qatar if the GOQ felt it would be useful. ¶2. (SBU) COMMENT: Unfortunately, Ambassador Al-Jabor was the highest ranking official available at the MFA during Ambassador Foley's visit. Other officials were either traveling or preparing to travel to Damascus for the Arab League summit. RATNEY
