1. (U) PolOff delivered reftel points to GODJ Ministry of
Foreign Affairs Deputy Director of Bilateral Relations
Youssouf Aden Moussa on August 27.
2. (SBU) Moussa said that he would transmit the designations
to the relevant authorities, including the Central Bank of
Djibouti.
3. (C) COMMENT: On August 25, EmbOffs were told that several
senior officers in the Djiboutian Armed Forces, including
CHOD Major General Fathi, Navy Commander Col. Cher, and Air
Force Commander Col. Abrar, were traveling to Iran for
consultations. This visit follows a similar trip to Iran by
Eritrean military officials, and may be related to the
ongoing Eritrea-Djibouti border dispute at Ras Doumeira. END
COMMENT.
