1. (C) Chief of Mission fully supports the FY 2008 Section
1206 funding request for military assistance to the Armed
Forces of Djibouti (FAD),i.e., proposal for a Djibouti
Counterterrorism Communications Package (CCP).
2. (C) During recent consultations with USCENTCOM CDR, senior
principals of the Government of Djibouti expressed their
strong desire to improve Djibouti's command, control, and
communications capabilities by obtaining tactical radio
systems. Djibouti's strategic location--bordering Eritrea,
Ethiopia, and Somalia, as well as the Gulf of Aden and the
Red Sea--makes it a vital partner in the global war on
terror. This key equipment for the FAD will enhance
Djibouti's ability to interdict terrorists and participate in
regional or multilateral peacekeeping activities.
3. (C) Djibouti is among the region's strongest supporters of
U.S. counterterrorism efforts. Djibouti also hosts the
Combined Joint Task Force-Horn of Africa (CJTF-HOA) at Camp
Lemonier, the only U.S. military base in sub-Saharan Africa.
Improvements in the FAD's capabilities will therefore result
in greater force protection for U.S. and coalition forces.
4. (U) This proposal has EMBASSY Djibouti's complete support
and fully conforms to mission-wide USG objectives in Djibouti
and the Horn of Africa.
