(C) In addition to the FY 2008 Section 1206 funding request for military assistance to the Armed Forces of Djibouti (FAD)--i.e., proposal for a Djibouti Counterterrorism Communications Package (CCP) submitted in January 2008 (reftel)--Embassy Djibouti also fully supports and concurs with the FY 2008 Section 1206 Tranche 2 submission Tab G: East Africa and South West Indian Ocean (EASWIO) Maritime Governance Improvement Initiative. ¶2. (C) The EASWIO Maritime Governance Improvement Initiative will help enhance regional stability and security in the critical Horn of Africa by building on recent USG-sponsored maritime security initiatives, including the 2007 EASWIO Maritime Security Conference and Port Security Seminar that drew 175 senior participants from 19 countries.
