1. Djibouti is slated to take part in the United Nations Human
Rights Council's new Universal Periodic Review (UPR) mechanism on
February 2, 2009.


2. The GODJ has already undertaken preparations for the February
session. In October, the GODJ and the UN co-hosted a workshop on
the submission of required annual human rights reports, with an
emphasis on preparation for the UPR process. In December, the
upcoming UPR was one of the topics of discussion at the second
meeting of the newly formed Djibouti Human Rights Commission.


3. In addition to civil society participation in the UPR process
through representation on the Human Rights Commission, Ambassador
discussed the UPR mechanism December 14 with Mr. Jean Paul Abdi
Noel, President of the Djiboutian League for Human Rights, who
indicated that he was aware of the process and had already
contributed input jointly with the Federation Internationale de
ligues des Droits de l'Homme (FIDH) in advance of the submission
deadline.
