1. Embassy Dili extends its warm thanks to ConGen Chiang Mai
for the September 30 - October 28 TDY of RSO Jessica Moore.
Jessica served very ably as lone RSO for almost a month at this
small, 35 percent hardship post. During this time, she ably
dispatched the full range of security duties, including managing
our 74-man local guard force. She counseled the LGF commander
on leadership and management, driving skills, and instructed the
LGF on how to better maintain the guard station and other
facilities they use. She also oversaw the disposition of one of
our old vehicles, and supervised the visit of a technician from
Jakarta's Engineering Service Center. She took a lead role in
planning our Election Day reception, which will be one of the
Embassy's largest representational events this year.
2. Jessica stayed on top of Dili's sometimes-tense security
situation, issuing several staff notices on traffic issues and
issuing a warden notice when the National Police set up
checkpoints in anticipation of possible disturbances. She also
worked with the National Police and Diplomatic Security on the
problem of counterfeit US currency circulating in Dili, and sent
a spot report to Diplomatic Security concerning an
internet-related security issue.
3. It was a busy month, and we could not have done it without
Jessica. She runs a tight ship, is a true team player, and we
greatly appreciate her willingness to accept this extended TDY.
We would welcome her back at any time. Thanks again to Chiang
Mai for helping us out.
