1. (C) Rapid Action Battalion Intelligence Director Lt. Col.
Mohammad Abdul Majid informed Post on June 17 that the RAB
agreed to the objectives of proposed USG human rights
training as stated in Reftel. In a meeting with the RAB
directors of training and intelligence on June 15, Post
enumerated those objectives, explained that initial training
would focus solely on human rights, and underlined that all
candidates for training would require clearance under Leahy
Amendment human rights vetting. Post also briefed the
Ministry of Home Affairs, and Deputy Chief of Mission Pasi
updated Home Secretary Mohammad Abdul Karim.
2. (U) Post welcomes the arrival of an interagency team to
assess appropriate human rights training for the RAB at the
earliest date possible.
