SUBJECT: CONAKRY EAC MEETING - DECEMBER 29, 2008
1. (U) Charge Raspolic convened an Emergency Action Committee (EAC)
on December 29, 2008 at 0900 for an update on the current security
situation in Guinea. EAC members present included CDA, DCM, RSO,
CONS, DAO, IMO, MGT, PAO, POL/ECON, RAO, and USAID.
2. (U) The EAC again reviewed post's security posture and
determined:
A. Embassy is open and resumed full services. All American and LES
employees have reported as scheduled.
B. Gbessia Airport is open although flight schedules remain
erratic.
C. Embassy and residences will receive fuel and water deliveries as
scheduled.
D. Local Guard Force is fully staffed.
E. GOG offices are scheduled to open for normal business on
12/29/2008.
3. (U) The EAC decided to:
A. Maintain increased security patrols around residences, Mission
facilities and vehicle routes used by Mission staff.
B. SD has resumed operations.
C. Post will again adhere to previous 0000 - 0600 curfew and anyone
traveling between 2200-0000 must notify RSO.
D. Post continues to limit traveling via Gbessia to daylight hours.
E. Post does not believe voluntary or authorized departure warrants
consideration at this point.
4. (U) Another EAC will be held if the situation dictates. No
direct threat to American or Foreign citizens has occurred.
