SUBJECT: CONAKRY 1500 EAC MEETING - DECEMBER 24, 2008
1. (U) Charge Raspolic convened an Emergency Action Committee (EAC)
on December 24, 2008 at 0830 for an update on the current security
situation in Guinea. EAC members present included CDA, DCM, RSO,
CONS, DAO, IMO, MGT, PAO, POL/ECON, RAO, AID, and Peace Corps.
2. (U) The EAC again reviewed post's security posture and
determined:
A. Gbessia Airport is still operating on a regular schedule.
B. AIR France flights have been cancelled for today and diverted to
Dakar.
C. AIR Brussels and AIR Senegal have cancelled their flights.
D. Embassy is still open to essential American Staff.
E. Local Guard Force, residential and facilities are fully staffed.
F. Key traffic routes within the city are still open.
G. Traffic is circulating through Castro Bridge and KM36 city
limits.
3. (U) The EAC decided to:
A. Maintain increased security patrols around residences, Mission
facilities and vehicle routes used by Mission staff.
B. Cancel holiday gatherings on 12/25/2008 - 12/26/2008. RSO will
revisit scheduled celebration on 12/27/2008 and determine security
situation prior to event.
C. Post will communicate via Handheld Radio and mobile telephones
updates as needed.
4. (U) Unless the situation dictates otherwise, the next EAC is
scheduled for the morning of December 29, 2008. No direct threat to
American or Foreign citizens has occurred, and post does not believe
voluntary or authorized departure warrants consideration at this
point.
