1. (U) Charge Raspolic convened an Emergency Action Committee (EAC)
on November 6, 2008 at 0830. EAC members present included CDA, DCM,
RSO, CONS, CLO, DAO, MGT, MSG, PAO, POL/ECON, RAO, Peace Corps and
USAID.


2. (U) The EAC reviewed the current security situation in Guinea
due to civil disturbances in Conakry (see reftels). The EAC still
notes a high degree of uncertainty in the situation but makes note
of the following:


A. No demonstrations, protests or violent gatherings have been
reported since 1030 on November 5, 2008.


B. Traffic (notably taxi and pedestrian) has resumed to levels
consistent with pre-demonstration levels.


C. The French School and American School were re-opened for
students.


D. Markets (selling food, supplies and general goods) closed in
prior days have re-opened for business.


E. Increased visibility of Gendarme and Police at key traffic
intersections.


3. (U) The EAC reviewed post's security posture and decided that
post will:


A. Remove travel limitations during daylight hours for Mission
staff.


B. Continue to ensure that all employee travel during nighttime
hours is conducted with prior RSO concurrence.


C. Provide RSO and/or security escort as required and/or
requested.


D. Maintain increased security patrols around residences, Mission
facilities and vehicle routes used by Mission staff.


4. (U) Post continues to suspend all country clearances for Conakry
and will review as needed.


5. (U) Post will continue to monitor the situation and convene an
EAC as needed. No direct threat to American or foreign citizens has
occurred.
