1. (U) Charge Raspolic convened an Emergency Action Committee (EAC)
on November 5, 2008 at 1530. EAC members present included CDA, DCM,
RSO, CONS, CLO, DAO, MGT, MSG, PAO, POL/ECON, RAO, USAID.
2. (U) The EAC reviewed the current security situation in Guinea
due to civil disturbances in Conakry (see reftels). Conakry is
noticeably calmer after the conclusion of two early morning
demonstrations. Fuel delivery to gas stations around the city has
been observed and traffic appears to be returning to normal. The
EAC still notes a high degree of uncertainty in the security
situation.
3. (U) The EAC reviewed post's security posture. Post will
continue to (a) offer its liberal leave program for FSNs (b) limit
travel to and from the Embassy to essential business and only with
prior RSO concurrence (c) ensure that all employee travel (official
and home to work) is to occur during daylight hours (Emergency
travel will be escorted by security and/or Gendarme) and (d) provide
RSO and/or security escort as requested to staff to and from
residences.
4. (U) Post continues to suspend all country clearances for Conakry
until the security situation improves.
5. (U) Post will continue to monitor the situation and convene an
EAC at 0830 on November 6, 2008. No direct threat to American
citizens has occurred.
