Charge Raspolic convened an Emergency Action Committee (EAC) on October 29, 2008. Core EAC members present included CDA, DCM, RSO, CONS, CLO, DAT, MGT, MSG, PAO, POL/ECON, RAO, Peace Corps and USAID. ¶2. The EAC reviewed the current security situation in Guinea due to the upcoming 50th anniversary celebration of the creation of the Guinean Army on November 1 and the anticipated release of the Guinean military Promotions List (reftel). ¶3. The EAC reviewed post's tripwires and decided to issue a Warden message advising American citizens to, among other things, exercise caution and avoid crowds. The EAC further determined that post will maintain its current security posture and travel policies, with the exception of adding increased security patrols and Surveillance Detection staffing over the weekend. ¶4. In the event of a threat or if the security condition in Guinea changes, post will convene an EAC to determine an appropriate response. No direct threat to American or foreign citizens has occurred.
