1. (U) Charge Raspolic convened an Emergency Action
Committee (EAC) on September 29, 2008. EAC members present
included CDA, DCM, RSO, CONS, CLO, DAO, MED, MGT, POL/ECON,
RAO and USAID.
2. (U) The EAC reviewed the current security situation in
Guinea due to the recent civil disturbances (reftel B,C) and
two upcoming important holidays - (a) the anticipated end of
Ramadan on October 1, 2008 and (b) the 50th anniversary of
Independance on October 2, 2008.
3. (U) The EAC has decided to re-issue the Warden message
first issued on September 12, 2008. Further, the EAC has
determined that post will maintain its current security
posture and travel policies. Post will increase patrols
around all Embassy facilities, residences and schools. No
direct threat to American or foreign citizens has occurred.
