SUBJECT: GUINEA EAC MEETING, MAY 27, 2008
1. Embassy Conakry convened an EAC meeting May 27 to review
the security environment following further reports of
mutinous military activity at Camp Alpha Yaya. The mutineers'
first demand is that the president remove the minister of
defense. They have threatened to march on Camp Samory Toure,
Conakry's main military base, if this demand is not met. The
mutineers have grown in strength and have acquired heavy
weapons. Members of the EAC included the Ambassador, DCM,
RSO, MSG, POL, MGT, ECON, CONS, DAO, PAO, RAO, USAID, CLO and
PC.
2. The Ambassador directed in light of current information
that an updated warden message be sent. Non-essential LES
staff will be sent home and the International School has been
directed to close for the day. All Embassy personnel have
been notified of the current security posture and reminded of
the increased potential for political violence. A radio
message and warden message will be sent updating all American
citizens of the current situation.
3. Post will continue to monitor events on the ground. No
direct threat to American or foreign citizens has occurred.
The Embassy will remain open for business.
