Pursuant to REFTEL, on April 16, Econoff met with the Secretary General of the Ministry of Health, Dr. Momo Camara, regarding the status of Guinea's implementation of the World Health Organization's International Health Regulations (IHR). ¶2. Econoff inquired about the status of implementation and offered to provide the Secretary General with a copy of the U.S. IHR implementation plan. However, Dr. Camara refused saying that he does not speak nor read English. He requested that we have the plan translated before giving it to him. The Secretary General said that Guinea supports the efforts of the WHO to control the international spread of disease. No other substantive response was received. CARTER
